According to the new rule made by Central government, now candidates belonging to Other Backward Class (OBC) may no need to produce multiple non-creamy layer certificates for reservation in government vacancies. Instead of this, now they can provide self-attested photocopy of these certificates.
Earlier, candidates who belong to OBC category needed to submit their caste and non-creamy layer status certificate for seeking reservation in government jobs. As per the proposal of Personnel Ministry, now the appointing authority will accept the self-attested photocopy of non-creamy layer certificate from the aspirant in place of verification of its original certificate. The proposal has sought comments from, UPSC, Ministry of Social Justice and Empowerment, SSC and Departmental of Higher Education. Also, it has sought their feedback on this new format suggested by National Commission of Backward Classes for issue of non-creamy layer certificate.
In this regard the Personnel Ministry has said that this non-creamy layer certificate will be applicable for OBC candidates only, who are covered under income or wealth test criterion. The income limit of this category will be decided on the basis of income earned during 3 previous financial years preceding the year of appointment.
Clarifying it, the non-creamy layer certificate issued during any month of the financial year 2016-17 covering three preceding financial years is accepted by any authority concerned for recruitments will be valid from April 2016 to March 2017.
